A statement by Dinsha Patel (Congress candidate in oppose to Modi):
"The CM would be chosen, in a democratic way by the high command"

Now Mr. Dinsha patel, please help me understand this.
It can be either "in a democratic way" OR " by the high command". Can not be BOTH.
