On one hand, you say confidently that Congress is on a Schmoozing Distribition Spree because it wants early LS Polls; on the other, you state that the distribution should be even. Can't you recognise that this will never be the case? Just read the name of the person who made this statement & the statement itself, all pieces will fall in place.
