Nehroo who went for an alliance with the Soviet Union and later signed an 12345 point agreement with the P.R. of China resulting in lots of territory snatched and a growth rate of just 1.2% and over 50% poverty level.
This is the 2nd time the USA is offering an alliance and there WONT be a 3rd time.
