Military is trained to fight another Military. Terrorist/Separatist organizations are not a Military Outfit. They do not have an infantary, a Navy or an Air Force to go after. They do not have a state either. They are like parasites. The key to reduce terrorism is actionable intellegence, surgical strikes, local support and a local face.
Terrorism can NEVER be eliminated. It has be reduced. You will always find radicals. The idea is to reduce it to such a degree that it does not disrupt normal life.
