YOU ALL ARE RIGHT ,BUT WHAT I THINK THAT THESE ALL THINGS HAPPENED DUE TO LACK OF POLITICAL WILL.THIS PROBLEM CAN ALSO ERADICATED IN THE PRESENCE OF POLITICAL WILL AS HAPPENED IN PUNJAB.
