This is just because of the government soft approach towards muslims,for example SIMI involved lot of terrorist activities in hyd but government is reluctant to act on those organisations because they think they loose muslim vote bank,if gov does n't act on terrorist activities they encouragement and the activities continue.congress govt does n't have any problem even though lot of innocent people die because its not loosing muslim vote bank
