The agencies try and find enemies abroad when the culprit is within the country itself. They find it easy to blame some Harkat - ul etc quite easily because then they don't have to take action against local well connected minority politicians. Its really sad that HUMINT assets are not so well developed and any warning is not seen as anything more than a red herring.
