let there be wide ranging& comprehensive discussion among scientists,policymakers etc.If pssble have a task force consisting them.then when there is consensus let us go ahead.And friends,China has gone way ahead because of various other reasons(size,stability,hard work,uniformity of language&religion etc etc).WE also can do that.We have that great asset-Democracy that they do'nt have.
