Ronen Sen is absolutely right. Neither Parliament nor any political body other than the Cabinet has any authority re: agreements with a foreign country. Since the Indian cabinet has approved it the issue is closed. Karat, Yechury & Co. can be turned out of Parliament for not knowing the Constitution and the basic laws governing such agreements & creating an unnecessary storm in a tea-cup
