becoz she is a member of parliament and head of ruling party. she is also the head of alliance that forms policy and guides the govt. Ye koi khel kood samajh ke rakha hai kya? Do u hav any understanding of governance, parliamentary process and constitution? Plz study political science for a better understanding on the subject. Let me clarify, while she has a right to annouce, it has to be approved by Govt. and executed by executive[IAS] and also, even then, if some announcement or govt action is inconsistent with Consitution it can be challanged in court and turned off.
