If the people of their States prosper they would lose their vote-bank as demonstated by Laloo in Bihar.If Laloo lost in Bihar it was because of Mr Rao of Election Commission who did not aloow any hanky Panky! Whereas in WB it is deep rooted and has taken a criminal hue not so easy to dis-lodge till we have a Govt at the Centre which is not scared of these Commies and we have another Mr Rao to oversee election!
