George, if you read the prelude to what has been mentioned in these sub-sections you will understand that US wants to enter into an agreement with India because it feels this agreement will "induce" India to do certain things. This in no way suggests that Inda "has to do" these things. This is how US has built up the case to push the deal through congress. If India does not do these by interpretations it can mean India has not been "induced enough". This is realpolitik and negotiations and interpretations. Nothing can be put in exact black and white and for things to be acceptable many things are kept in grey.
Please tell me if it is written anywhere that India "has agreed to do" or "has to do" somethings that is not acceptable.
