You used the right term "lay man". In the form of democracy that we have at the moment, parliamentary sanction is NOT needed for these kind of deals. Or else any govt. will take one term to get one thing passed in its tenure. Because the polarisation is on the lines of party lines & not an informed judgement whether a particular deal is good or bad !!
