While US is sending a strong message of economic panalties(atleast) in case of testing with its Hyde Act, one must tread carefully. Suppose we need to test, and the economic penalties are unrealistically large, this can allow a future Us government to take a hostile military action against india. We must have adequate measures to protect agianst that. One of the methods could be: 1. To engase US to disarm all its nuclear arsenal and use it for civilian purpose. 2. To increase international membership in IAEA. 3. To clearly define the maximum of the economic penalties in case of diagreement.
