RE:Due to Lack of Parental Control

If we are trying to cure this widespread tumor in our society simply by making hue and cry about female dressing and independence it is a mere escapism. The commissioner's advice is welcome. But why he is biased? should we blame the victim or punish the culprit?? Why cant v enforce stringent laws? Legal formalities should be made transparent and the punishment itself must be a moral for the society.
