A pakistani minister went on record to state that Musharaff is considering imposing emergency. Then, Rice calls Musharaff while US worries about the safety of pak's nuclear arsenal. In a sudden turn of events, Musharaff agrees to be persuaded to not impose emergency.
Musharaff decides not to go to the jirga for he fears humiliation at the hands of Karzai for Pakistan's failure to control rise of Taliban. Rice calls again and not only does Musharaff go to jirga, he also critisizes Taliban.
In his book "In the line of fire" Musharaff writes how Richard Armitage's threat to bomb Pak back to the stone age made him do the 180 on Taliban. Pakistan was the only country to regognize Taliban and Musharaff ditched them and sided with the Americans.
