The low down

Today we do not have nuclear fuel for our nuclear power plants.
With this agreement we get enough fuel to ensure atleast after 10 years everyone has sufficient power.
If we need to test a nuclear bomb, then as per the agreement they have the right to ask for return of the nuclear fuel.
So where is the problem in that.
If we detonate a nuclear bomb, we will just return what we did not have in the first place.
