There are consequences of mistakes... you pay for them. As soon as you show up without passport or visa, you are at the mercy of the bureaucracy. They may choose to do a favour on you, but that's it... it's not your right to demand entry. If you forget to pay for something and walk out of a store, it's legally stealing. It is then up to the discretion of the shopkeeper to decide whether to hand u over to the police or not. It's not your right.
