There should not be an excuse not to carry a valid visa. It is not the duty of the immigration authority to search their record and find out if somebody has got a valid visa rather it is the duty of the tourist to present at the counter. I wonder how did the airline allowed her to travel to that point. If somebody is from US, they were not gifted and they also need to follow the procedure.
