I think that the kid is not at all a threat to India. Its her parents faults,if their can pack all here belongings then how can thier forget to carry the passport which contains "Indian Visa". Its a common sense that if your travelling overseas u should have a "valid passport with valid visa". And regarding the officials their have done their job. A samll adivce to their parents is that never forget u and u r kids "valid passport with valid visa" when ever u travel overseas not only to India but any other country as well.
