There is nothing new or unique in this idea. When reservation was introduced, it was supposed to be for 10 years. It failed miserably for the following reasons (among others):
1) 10 years is too short a time frame. A generation is considered to be about 30-40 years. In human history, Social equity (whatever that means) has never been achieved in one generation, leave alone 10 years.
2) People who benefited from reservation wanted it for their children and grand-children. It was a free ticket to money, fame, success and comfort.
3) People who didn't get it started fighting for it, irrespective of whether they deserved it or not.
4) Politicians, who have a myopic view when they are not totally blind, were happy to oblige as long as they got the votes.
5) No party had the spine to demand cessation of reservation after 10 years.

All in all, your idea is impractical. It has already been tried once and found severly lacking.
