Khafeel's identity

Who is Shafeel? Is he from Bangalore? Who are his parents? Below are two statements from the rediff report.
It is stated that the family wanted the last rites to be conducted as per the Muslim tradition, which the UK authorities are said to have agreed to.
First and foremost the family was not too forthcoming on claiming the body as they still maintain in public that it is not their son.
