With the signing of this agreement indian nuclear policy will be dictated by the US congress (hyde act). This document claims that all issues not covered by the agreement will be covered by the hyde act. a. What if the US congress amends the hyde act. Will these amendents apply? retroactively or therewith? b. Reprocessing rights not explicitly granted. This still needs to be negotiated. What if the hyde act ties reprocessing to military fissile material? c. Dual use technology restrictions are not lifted (which is what most people expected). d. There seems to be limits on how many nuclear reactors are to be declared military (which is really fine since the existing ones can be increased) e. New FBR's civilian. IEAE is nothing but a spy for these western democracies, whats stopping them from getting our thorium tech for free? f. Nuclear research restricted by IEAE why is this needed in this agreement since no tech is going to be provided by US ? g. What happens after a test? US walks out demands everything back. All this negotiation / consideration is nothing but crap. There are no solid legal garauntees.
This is nothing but a CTBT & FMCT agreement with some sort of cap on indian nuclear research.
