One can't fight terrorism without treating them as enemy combatants. This is how terrorism and Naxalism were contained. And that is why terrorists and underworld dread Gujarat. In last 5 years, no terorrism has hit Gujarat and 5 crore Gujaratis are able to live in peace. NO-NONSENCE encounters are needed to creating chilling effect on terrorists and their network - that they and their families will not get way using civiliation protections. They have to be given taste of their own medicine. It does not mean state has to go indiscriminately on killing spree - but few encounters can get the message out to the terrorists. Unfortunately, political parties with eye on votebank are politicising anti-terrorism and tying down ability of law-enforcement agencies to engage in pro-active measures. Having stripped POTA, terrorism is demoted as law-order issue and now such activism is trying the hands of law-order agencies. Those who get caught bogg down judiciary and get out on bail as heroes and celebrities. The pro-terrorist politics has people live in atmosphere of fear at mercy of terrorists - it should be other way around.
