CONGRESS' Lollipop game - quota system -worked well at one time! After economis globalisation, adopting same trick WILL PRODUCE DISASTER,as Merit will be held at bay! Ever since indepencence people saw many tactical defaults by Congress policy makers. Another failure will evolve if MERIT is sacrificed by QUOTA system. Cant the planners think of some other method to uplift the backwards? Who are baskwards after all? Will religion/caste/sorrupted methods fetermine it?
