I think one area ie the trading where the govt can come forward and allow the so called reserved category charge consessional sales tax ie if the general merchandise is charging 10% sales tax for a commodity and depositing in the govt exchquer then let the reserved category should charge 5 % and deposite the same with the govt exchequer.In this way no SC would be involved it is only the govt's kitty would be effected but their vote bank would definitely be benefitted and their upliftment would be ensured because their net selling price is less by that lower tax element. Common Govt do it if you can it is a challege, let us see you care for the poor and the down trodden. Let this continue for a fixed period of time say 10/15 years.
