robbing peter to pay pal ...thats what i would say. I acknowledge the problem of dalits (read "poor" since there is no better definition). So keep quota in primary school/high school /basic college but not beyond. At super specialization level , there shdould be no compromise. Imagine the head surgeon in a crucial operation being someone who has relied on quota to get where he has. undoubtedly he would be somewhat skilled ..but not having gone through the competition drastically reduces his probability of success in a crucial examination of life
