rather than taking reservation at that highest level..they should start at ground level by teaching kids who cant afford to study ..there caste may be immaterial but give opportunity to study at the lowest level and then have competition..you dont let people study initially and come suddenly to take quota hampers the competitive spirit..make better education system and have each and every child educated and then they themselves will understand how to compete rather than begging
