Look at the incidents after Kargil. The Pakistani PM who won the mandate on the basis of 'friendship with India', which led to Lahore Yatra was thrown out and the instigator of Kargil richly rewarded with 'rajgaddi'. Later Colin Powel visited India,but said nothing, then went to Pakistan and made it a 'NATO-partner'. Pakistani was declared as a 'front-line' state fighting against terrorism. The historical fact is that Sino-US-Pak axis have been using Pakistan as a frontline state FOR terrorism for over two decades. Now Pressler amendment has also been discarded and Pak rewarded with F-16s, and more critical for India, 'depeleted Uranium' shells for their tanks which will easily pierce any Indian armour.
