Free lance Jehadis must be allowed to get together instead of letting them be free lancers. It can be done by applying pressure on what they represent in a collective sense and that will force them together to add strength and singular perspective to their cause and they must be tackled from there. It's difficult to deal with individual Jundullahs. That is not war. It's chaos.
