Step by step: 1. Bush and Singh signed MOU that civil and defence nuclear facilities will be separated and defence will continue its program as it is. Civil facilities will get approval from US to buy technology and fuel from rest of world. 2. US congress signs a bill saying India will be asked to reduce its Nuclear program. This Bill was much different from what was signed between two leaders 3. Using that Bill US officials are asking India to sign an agreement to comply and saying that India is not cooperating
