Just like other nuke powers have attained a level where they don't need to do any more tests, why can India not attain the same level. If required, conduct more tests before signing the No-Test agreement. I don't think India needs to keep testing the nuke weapons. Build a weaponary now, and then sign the No-Test agreement. I had read that Indian scientits were very close to attaining that level of confidence.
