This situation clearly shows the results of duplicity - on both sides - in relationships.
I guess India was just trying to get legitimacy for its nuclear situation - if it really does not wan to sign on.
What the leadership there need to understand is that the US Congress is a powerful body and not just the chamchas of the President and his party. The Congress spent a lot of time on this and will be really pissed off when things come to zero.
