I was under the distinct impression that inciting people to communal violence was a punishable crime in India. There is unfortunately a need to counter such material in a volatile state like U.P., but chrgeing the creators of any inciteful material will do just as well. Along with a large well-informed group of people, I am of the opinion that U.P needs to be split up into at least three states. It has an overwhelming, and corrosive, influence on Indian politics.
