I visited kashmir as a tourist in the last week of march 2007. As a common man I can state that J&K still need support of the army. However, the locals are still being harassed by BSF & CRPF personnel NOT ARMY. The security personnel are rude and humliate the locals at the drop of a hat. As a tourist I didnt share a good experience even at the airport. And I have every reason to believe what the locals must be going thru. But yes regarding the withdrawl of troops per se it is cetainly not advisable.
