Once the cabinet has taken a decision, the only power the president has is to send it for review along with his recommendations, otherwise he just has to sign on the dotted line. A little flexibility is provided by the supreme court in the form that in cases of clemency, the president can use his own discretion, but generally the exercise of discretion is frowned upon. It is not really on him to refuse or accept the clemency petition. If you are against him on this ground, then please correct it.
