Dear Mr. Iyer,
SAARC is for regional cooperation, peace and economic development. If India has to make a deal on market access to Nepal/Maldievs, or lets say labour migration between SAARC countries then we have to discuss it among SAARC itself.

You are being too pessimistic about cooperation.
