pak is busy sending ISI agents into India and India is busy sending friendly buses to pakistan like Delhi-Lahore and Amritsar-Lahore. The ISI enters India by travelling in these buses and the Samjhauta Express. So India is doing a Samjhauta or compromise with its security. it must look into this very seriously
