ISI and Mumbai Blast

The chief Minister of J&K is pleading for the mercy of the convicted terrorist Afzal Guru.
The Chief Minister of UP says that SIMI members are innocent in Mumbai blast.
The Prime Minister of India embraces the President of the Rouge state of Pakistan. He does not consider Pakistan to be sponsoring terrorism but is a victim of it.
Our National Security Adviser wants to test Pakistan for its sincierity in containing cross border terrorism (ie conducting virginity test on a pregnant woman).
The present dispensation at the center and most states are not addressing the issue of terrorism. They seem to be in waiting for a strong leader like Narender Modi to tackel it.
