Who are these people who live below the poverty line? I know of some families who proclaim to be poor, but these are the elderly who were sponsored by their children and made to live at the public expense, while serving as caregivers to their grandchildren. The other segment is the illegal immigrants who fall into this bracket when they go to emergency rooms in the hospital seeking treatment. The last group is the habitual panhandlers looking for alms, and they don't care.
