a very effective way i can think is that govt sud issue a mendatory drinking licence 2 all who drink.a person shud not get more than 5 bottles of liqour.anybody drinking shud be not given more than 3 pags.every entry of purchage of liqour either fm a shop or a bar must be made in the register.it can go a long way in checking the dunken behaviour.if v indians luv 2 behave like wild dog,v must be controlled with iron hand.there is no short cut solution 2 this problem.
