First they should check at all signals for alcohol detection and speed detection. If someone flouts the rule he should be shown on tv as an offender. If repeated his licence should be withdrawn and not allowed to drive and car impounded and used for charity. If in an accident the culprit car should be sold off and compensation should be paid to the victim. The person should go for life to prison and his family should also be flashed on tv; thus showing how irresponsible his parents are.
