Lax Law enforcement

Where law enforcement is lax there would be no justice. Drunken driving is a crime and must legitimately be punished by the State.Ideally, the driving licence should be cancelled, the driver made to pay the compensation, and additionally jailed.
We may have very harsh laws but if they are breached regularly without punishment then this is worse than having no laws at all.
Our courts are monuments to tardy implementation of the law. This makes the law enforcement lax and the cycle of law breaking is perpetuated.
No civil society can exist with such a state of affairs and the descent into mob fury and mob justice is inevitable.
