When do you think the serious problem of drunken driving gets debated seriously? Either when the drunken driver is one of those rich and famous, or may be if the guy who gets crushed under the wheels is rich and famous (that's rare you say?) - otherwise these cases are "chalta hai" types.
What's the remedy? If it's a open and shut case, police should move fast, arrest the guy, cancel the licence, impound the car, provide free and full medical assistance to the victim, provide good compensation to the victim (if he survives) - or to his family, conduct court proceedings swiftly against the offender within seven days. Grading of punishment would depend on the nature of offence - mechanical faults, carelessness and negligence, accidental, wilful act, or drunkeness/drugs leading to the offence. But whatever the reason, punishment to the offender and relief to the victim must happen swiftly and no influence should be allowed to let the offender go free and no effort should be spared to offer medical and fiscal relief to the victim - or his family. When the victim dies, it should become the State responsibility to offer wholesome assistance to cover education or job.
