Time and again it has been proved beyond doubt that law enforcing agencies in India are toothless tiger when it comes to take action against rich and affluent. I don't think anything can be done against such people. Definitely not legaly. I would like to appeal to those people who suffer because of this to believe in "an eye for an eye" kind of approach.
