What if PO has not been appointed yet.....

My father is a lawyer in a district court in Bihar. He has to file a case under Domestic Violence Act 2005, but the State Govt. has not appointed any Protection Officer (PO) yet. A PIL has been filed to the High Court, Patna, but the judge suggested to ask for PO from the state govt.

Now, in the absence of PO, the local court is seems to be confused how to proceed. Who will deliver the notices to the accused? The definition of Law is not describing this part of theory.

Can anybody suggest me hot to proceed the case to get justice?
