The whole fiasco enacted by the Rajiv Government through IPKF and external affairs ministry when Rajiv Ghandi was in peace agreements signing spree, like Assam Peace Agreement, Punjab Peace Agreement to mention a few, to come out of Bofors allegation. Tamils were reduced from the dominant position in Srilankan buearocracy to a postion of micro status. All educational and government employment opportunites were denied to them. There was not even a single Tamil in the Srilankan Army and there were only a handful of Tamils in Police. What kind of justice can be expected from this Army and Police by Tamils. The unemployed Tamils languishing in poverty became victims of militancy and taken arms to protect themselves and their brethren. In 1971 Indian Army marched into Bangaladesh to protect the local people, whereas the Srilankan Accord was formulated behind the LTTEs back. Actually LTTE lost hope with IPKF, as it was a passive spectator of violation of the peace agreement by Srilankan Army. Even now the Srilankan Army is violating the peace agreement and getting away with it. The Norwegian now understood this and threatened the SL Govt to be fair in devolving powers to Tamils
