Quota - A end to means - Part 1

It's really surprising to see that "reservation by caste" is thought out only "viable and last working" plan by Hon. Govt of India, acheived after "debate(?)" even decades after independence when this plan was introduced. On a personal example: If I think that my hunger is not yet satisfied, then I would ask for "more" food. Hence, Does this mean that govt itself agrees that it never worked in past when it was deviced and hence percentage needs to raised? What's more surprising is same solution was arrived at 50 years back or so and it remains true even today as govt has taken this decision. As a nominal pre-sumption, I would like to take some concession to say that post-independence era must have had atleast some change in mind-set of the people. I had studied that speed of a system of machines is decided by slowest moving part of the system. Let's change the word speed by growth while referring to this principle. In case of india "slowest" moving part are villages where most of the population of india resides, where as fast moving "parts" are "not-villages" and "not-towns", but "cities".
