You made a sweeping statment writing "While Indians are the most conscious people as far as personal hygiene goes..".A Chennaite,I'm unfortunate to see ppl defecating in main roads early in the morning & have also seen some standing over adyar bridge & urinating into the river below.Garbage is not thrown INTO the big Onyx dustbins.Ponds invariably have plastic bags,thermocoal,ice cream cups/sticks floating on them.Mosquitoes,buses emanating thick black-smoke,TeRrIbBlE RoAdS,okay drainage systems & what not.Foreign Tourists get to see so much filth strewn around.(Those guys are so fussy abt environmental clealiness,hygeine etc;but waste paper,plastic,cans a lot & dump "kachra" in other countries).The thing is very few CARE.The general feeling ppl have is "its enough if my house is clean".The higher ups(authorities) need to set examples & be reachable first of all.The poor need a genuine promise from the government that they WILL see much better times in near future.Without hope/desire, no one will take another step further.India must be an all rounder i.e.not only in IT,Steel,Textiles;but should also earnestly look into such issues as well.
