Claude, I totally agree with you in all of your points about India....but I must say that these are only some of the problems that India faces and the reason they cannot be eliminated so very easily is because of the diversity of the country in terms of religion, region and caste......It is something India is proud of (as it should be). Being Home to people of such diverse cultures is a great achievement....but the India back in 1947 is not what it is slowly transforming into......today there are groups of people who want to establish that the country is primarily theirs and then other's.....for Instance the Hindu extremist groups claim that the country was originally theirs and the Muslims and Christians came much later from outside.....in retort the Muslim and Christian Organizations find the need to reiterate that they "own" the country too....similar stories can be found in Maharashtra where organizations like shiv sena and its cousins try to create regional differences.....As a result of all this the country is becoming more and more intolerant and is not having common interests as a result we have the wrong kind of people in power and the result are your 10 points.....What India needs today is a leader who can change the hampered mindset of these people....
